I'm highly considering the NP9150/P1530EM with a i7-3720QM processor, and virtualization is a must for me.
Can anyone confirm that VT-x and VT-d are enabled on the NP9150 when using a compatible processor?

On our builds that is enabled and used. Can't speak for the other guys.

On my i7-3610QM, VT-x is enabled by default. I can't say for the 3720, but I'd imagine both are enabled by default too.

Have you confirmed that it works (in other words, not locked out by the BIOS?)
-
It is ON by default on all Clevo BIOS for supported CPUs. There was one revision where they messed it up, but it should be fixed in the latest releases.

Yeah, via a quick test in VMware. Loaded a quick XP VM I had on my external.

did vt-d work aswell with vmware?
