So I need a new headset. I have been using a Plantronics GameCom Pro1 for 4+ years and love it but its on its last leg and with my new Malibal on the way......
I need a USB Headset, Ideally between $30-$60 dollars
It must connect via USB
It must be over-the-head
What is the best one out there that fit these requirements?

If you're willing to spend a little more anything from Sennheiser would rock. Personally I run the Logitech G930s over USB but that's double your price range. -

one plug versus 2 from the same wire - really no big difference honestly. I wouldn't limit it to just USB as you are missing some really good headset options at that price range.

Yeah like 1 plug more seriously? The 3.5mm are great you can use them on ipods and mp3's too. You can get a richer sound quality too if using an internal sound card or the motherboards on board sound cards are just as good nowadays.
But if you get USB don't cheap out, might aswell get a good expensive pair. every cheap (less than $100) usb headset i've had has broken within 2 weeks - 2 months -

if you have a bomb external audio card (like my Hercules Deejay Trim) + the Sony XB-700, then thats the kind of audio you want.
I also use a clip-on mic that goes to the usb audio card and my voice is like studio quality.
