It can be done but its max OC is +200MHz. So the most you'll get is 3.5GHz on all 4 cores.

Here is one that has overclocked its i7-4810mq to 4x39 with cache on 38 mkelly6058`s XTU score: 905 marks with a Core i7 4810MQ -
47xx series = +200mhz max oc
48xx series = +400mhz max oc
49xx series = +600mhz max oc
49xx mx series = fully unlocked
