Checking out my new P150HM, and about the USB2.0 port on the left side next to the two USB3.0 ports, the printed manual says:

"can supply power when the system is off but still powered by the AC/DC adapter"

So, with the machine in sleep/suspend mode, lid closed and connected to the AC/DC adapter, I plug in a mobile phone in the left USB2.0 port for charging. Nothing happens. When the machine wakes up from suspend, the connected phone gets power though.

Is there a setting somewhere that needs to be changed in order to turn "can supply power" into "will supply power"?

It seems to work when the machine is entirely off.

Check the BIOS under power management. That seems to be the most likely place, IMO.
