Is this OK to keep using? I won't get a shock if I touch it will I?

If not, could I fix it with electrical tape or do I need to buy a new one?

I would tape it up with some electrical tape. If they wires are not frayed or loose you should be safe to continue to use it.

Just be aware that doing that the brick will be a lot more fragile and more liable for that to come off and then potentially cause harm.

If the frayed wire is ground then it's not too bad, if it's live then it's quite dangerous, if there is further damage to the inner insulation then it could cause a short and kill the brick or cause a fire.

Cheers guys, my father pretty much said the same thing. The inner grey/white insulation is still intact. I'll buy some electrical tape and cover it up better. I used to fold it up and put it in my bag but I never really take it out of the house anymore so I'll be much more careful with it.
