    I recently purchased a Horize (clevo) P150SM.
When I try to turn the laptop on with either the AC adapter or just the battery or both, the laptop lights (power on/off) turn on and the fans start up the screen is black during this and after about 2 seconds the laptop shuts off and does not even reach the bios. The laptop then repeats this over and over and eventually (it's random) it decides to finally boot up properly and proceeds to the bios and after that it seems fine. The same problem was posted here: Laptop shuts off 2 seconds after booting and repeats.. - CNET Laptop troubleshooting Forums but none of the troubleshooting pointers helped my situation. I have checked RAM modules, done a power cycle and still nothing.
It's also worth noting that even if I try boot from just a (full) battery (without the AC adapter) i get this issue.

Same EXACT thing was happening to me. I had to send ot back. It was only recognizing one of my ram sticks. If I put in the second one it would start having issues. They are currently sending me another laptop. I think it's might be an issue with the motherboard. Since you recently purchased give them a call and see what they can do to replace it. I tried everything. If it did boot up it would play games and do whatever task without a problem but most of the time it would not work at all. i have a video of it in one of the post. RAM does sounds like it could be the issue as BIGSx420 mentioned. But you also said you checked the RAM.
What did you do when you checked it? What I would do is remove all sticks in the computer. Check with only one stick of RAM installed at a time and trying in different slots to see if that changes. If you have already tried that the next common part would be the motherboard, you may need to contact your reseller to set up an RMA.

That's when the BIOS tries to run a setting which doesn't work and is resetting the NVRAM to load setup defaults.

It can be caused by incompatible RAM, Intel XTU- or BIOS-Settings.
