Hi, other day I noticed that battery can only be charged to 60%, I removed charger plug, wait 15-30sec and plug it again, after that battery recharged to 61%, have done it few times, and it went to 66%

Day later I let the laptop to work on battery until it shut off, then left it charged for 2-3 hours, after that battery shows only 45%, pulled charger out, wait 15-30sec, plug again and it shows 46%

    Battery Wear Level 46%

So my question is: is this normal behaviour when battery is "used/broken" that it will not recharge it to full 100% even if battery has wear level like this or is it something wrong with other thing in my laptop?

I have tested charger with multimeter and it gives 19,3V power (charger model Chicony 19V 9,5A 180W)

Where from to buy new battery for this model, cheap? any tested source you buy from?

Typically it should still charge to 100% even if its used or broken, it would then discharge quickly.
To get a replacement you can contact your original reseller and they can get you one or get it replaced under warranty if it is still within the warranty period.

It really is a case by case basis, there is no set number they go by.

It's hard to qualify any behavior as "normal" when something is failing, but to put it simply: If you put a new battery in and the problem is gone, then you know your old battery is/was the problem (that's a very high wear level, after all). If you put a new battery in but the problem remains, then you have some other defective hardware (the charging circuit, the pins, etc.).

Was the battery hot at the time, after a rapid discharge the battery will wait to cool down before charging itself to prevent damage.
