Is your TV and monitor different resolutions? Are you telling it to duplicate the screens, if so tell it to "extend" then set the resolutions seperately on each screen.

I've noticed this exact same issue. But my laptop screen and tv are 1920x1080, but i do occasionally get stuttering on the tv image, usually while playing CPU intensive games. Normally al-tabbing out and back seems to fix it

How long is the cable? And can you describe - or post a picture of - a "chopped around display"?

If you are on "Projector Only" or "Extend" I'd have a play with the scaling settings on the intel display settings. Depending on TV sometimes it doesn't fill the borders or it overshoots on resolution - usually can be sorted in those settings. Also be sure to change them back to default as some TV's actually stay scaled.

It could be the cable. Perhaps the electronics are faulty? Do you have a spare cable to test with? 5 meters is perfectly safe.
