Define any software, show pictures of your CPU and GPU usage, what applications it's in.

I am having the same issue, overclocked to 950/1400 and am getting some better performance, but the game is only using 40-50% of each GPU. I did disable ULPS as any game/video converter i was going into was maxing my secondary GPU for no reason and no performance boost. I am running the latest 13.10 beta driver with the 13.5 CAP1. One thing that seemed to help a bit was to change the crossfire profile to either fear or crysis and i was able to boost to around 60% usage, but still not maxing out.

Again post images of what is going on in monitoring programs and also what the cpu is doing (usage and frequency graphs) otherwise you are asking us to diagnose blind.

I've read of quite a few having issues with SLI and this game. Supposedly the game does not support DX11 and does not utilize multiple GPU configurations very well.

    I can't overclock at all, I installed drivers 13.10...

Also something weird happened... when I deleeted my video drivers in the system setup to get the "standard VGA video card" I got blue screen after when installing fresh drivers

In one screenshot you do have a single core highly loaded, but not so much in the others, the clocks and usage look normal so I would have to say software issue.
