I have a new Prostar P373EM. The 3.0 usb port with the charging does not recognize any devices, the other 3 3.0 ports
work as does the 2.0 port. Is this a problem that occurs regular? Any ideas on a solution?

    Thanks

try turning it on with Fn and power button. not sure if this you only use this when the lappy is turned of though. never used the powered usb's before.

I believe that model has a separate driver for the USB 3.0. Even if your chipset driver is up to date, that motherboard requires a separate driver for the 3.0 port to function properly.

If an updated driver doesn't fix your issue - and your already tried MrDJ's suggestion to turn it on via the hotkeys, then it's possible it's a bad port (unlikely since it's new, but possible).

I reinstalled the usb 3.0 drivers and no change. the fn and power puts the pc to sleep.. The other 3 usb 3.0 and the esata/usb 2.0 port all work fine. Just the 1 port not working The port will put out power and charge devices just no data connection.

Can you try a different USB cable, while it a slim chance it could be one of the power only USB cables like some phones come with. Or try another USB device on that port that you've verified works on another one.

I have tried different cables. All devices I have tried work in the other usb 3.0 ports as well as the esata/usb 2.0 port. Is there anything special about the usb 3.0 with charging port?

You said the FN and power puts the system to sleep; isn't the key mapping different? I'm trying to remember if there even is a hotkey combination for it now.

Check your advanced power settings. There should be options for USB in there.

'fn + power' toggles the powered USB port only when the machine is off.
