Here's a full report after a long and ultimately futile day of fiddling.
So I started by trying Windows 7, then Windows 10 build 1511 and then build 1607. No G-sync in any of them.
I tried all of my old drivers in all these OSes, drivers I know for a fact had G-sync working when I had them installed, still no G-sync.
I also tried @Prema's suggestion of disconnecting the AC adapter for at least 30 seconds after powering off, also didn't help.
My hope is that flashing the BIOS and VBIOS again will finally solve this extremely frustrating problem, so I hope that @Zoltan@HIDevolution will contact me today as soon as he can.

The BIOS and VBIOS never changed since October whereas I only lost G-sync recently after a fresh install, that's what puzzles me.
Can you tell me more about forcing registry hacks by Nvidia profile inspector? I hadn't heard about that before so maybe it's something I could try.

Run as Admin then search all Gsync keys (2nd paragraph) and check all aviable options there.

I can see G-sync related settings in the inspector itself, but those settings don't appear in my Nvidia control panel.
I hit apply changes but those settings still don't appear in the Nvidia control panel itself. Is there something I'm supposed to do that I'm unaware of? -
Usually I create a new profile instead the global one and then I reboot my system, then all compatible keys are also visible into nvidia control panel.
Maybe its just not working for your specific issue, but we are going try all to resolve

I tried creating a new profile and then rebooting but nothing changed in the Nvidia settings. It seems that this tools helps force setting values but it cannot add missing settings to the panel.aaronne likes this. -

@Zoltan@HIDevolution has been very generously helping me out these past couple of days. He remotely flashed both the BIOS and VBIOS onto my system but unfortunately G-sync is still missing. He's gonna look further into the matter and get back to me tomorrow hopefully with some new findings that will finally solve this puzzling problem. -
Final update (hopefully):
So for the last week or so @Zoltan@HIDevolution and I tried every possible solution we could think of, from newer BIOS and VBIOS versions, to different Nvidia drivers, we even started doubting that my GPU was G-sync compatible to begin with. Zoltan even asked a technician to confirm that my GPU's serial number belongs to a G-sync compatible unit, we were that desperate.
Until finally today @Prema told Zoltan to try flashing an older BIOS version, and just like that G-sync was back on! The G-sync tab is back in my Nvidia control panel along with a 75hz refresh rate.
This issue has been incredibly frustrating and I was starting to doubt that we would ever get to the bottom of it. But thanks to you guys here and most notably @Mr. Fox , Prema and Zoltan who never shied away from generously offering their help I can finally put this matter behind me.
