You can change the region up to 5 times.
To do this go to Device Manger > DVD/CD Drives > Right click your drive and select properties > DVD Region Tab > Select and apply

Is there a way to make it so that you can always change it?

No all drives are limited to 5 changes. Unless you plan on living in 5 different dvd regions it shouldn't be a big issue.

I'm not sure what you mean by "firmware to make the dvd region free". You just have to have a player that's the same region as the DVD to play it, or (if you own the DVD) you can rip it for archival backup. If most of your media comes from the region you live in, then just changing the player once to your current region is the most you'll have to do.

There are third parties that re-engineer DVD drive firmware to remove region restrictions. This one is probably the most well known.

The point is if you have a bigger collection from different regions the 5 changes are useless... :(

You can check if an RPC1 (region free) firmware is available or even request it for your drive on

CD and DVD Writers - Club MyCE

    (formerly known & loved as CD-freaks ;) )

With most recent drives the best bet is to use AnyDVD HD to keep you from using up you 5 region changes and also let's you work around the region player check on BluRays.

I didn't see any firmware on rpc1 for the TS-L633F which is what is in my P151HM has, I don't know if we would share the same drive. You could also purchase a region free dvd drive, or one that has the firmware readily available.
Also, VLC Player does not enforce region protection. I believe that may be a simple solution.
