    Hey I noticed when I active max fan speed.

    The fans seem to sound like their struggling?
    As in it would be spinning at 100% and for a split second decrease alittle then go back up to 100%.
    Is this normal?

    yes it is. been an issue for sometime now

    The pulsing is normal an not really an issue, its just the way it was made to work.

    It's normal and noticeable if you're doing FN+1 while mostly under idle. If you crank up a benchmark or some hardcore gaming, you'll notice the pulsing will slowly go away (as the parts heat up). This is just due to the way the EC polls for temps and controls fan speeds, there's nothing you can do about it unfortunately.
