Hi, I have a sager np2090 with vista home premium. For some reason, whenever I click on shutdown through the start menu, my computer does a restart, bringing me to the login screen. When I select shut down from the login screen, then my computer successfully shuts down.

How do I fix this issue?

Are you clicking on the shut down accessed through the little expansion arrow or just on the large red button? If I recall correctly, Vista's shut-down options can be configured from the Power Options menu in the control panel, so you might check in there to be sure no oddities have cropped up.
