I have the almost same setup as you for the Sager (M4 instead of Vertex and smaller secondary). I found that I was getting instant crashes even in the main menu on the 12.7 drivers. Updated to the 12.11 Beta 11 (overtop of stock) and it's been a silky smooth 1080p 60 FPS experience since. Try updating and let us know how that works for you.

Aside from updating you drivers as a general rule of thumb, you can also take a look at this (seems to be fairly common):

    1. exit steam.
    2. go to: Program files, Steam, Steam apps, Common, Sleeping dogs, Redist
    3. remove the following files; D3D11Install_2010.exe, vcredist_x86.exe, D3D11InstallHelper.dll
    4. go to: Program files, Steam, Steam apps, Common, Sleeping dogs
    5. remove the following files; HKShip.exe, d3d11.dll, dxgi.dll
    6. start steam, right click on sleeping dogs and select properties.
    7. select local files then verify integrity of game cache and follow the prompts.

What you listed worked! I was already on 13.2b1 drivers.
Just too bad I'm not really enjoying the game
