I'm having a weird glitch with SYSTEM process overloading the CPU up to sometimes 50+% when I'm downloading something or specifically using Steam. I tried to download a game and for about 2-3 minutes the entire PC was unusuable because system process was at 100%.

I've read somewhere this is due to hardware interrupt problem, but I can't figure out what hardware might be causing this and how to solve it. I'm guessing it's a driver problem with one of the components, potentially LAN or WiFi (although it happens on both) but no idea how to solve.

Does anybody know why I'm having this strange problem?

    I have a p651SG version of Clevo

Could be some Malware running in the background. Run the standard anti malware and anti virus of your choice to see what happens. You can also try doing the same in safe mode which limits other programs in the background and see if that helps any.

Since you name Steam specifically have you tried uninstalling and reinstalling it.

    It could be, sure.

Since you're suspecting WLAN/Wi-Fi, can you turn airplane mode on and test under an Ethernet connection? (I wasn't clear as to whether you did this already or not when you tested on LAN.)
