    Alrigt now,
the P9500 - 2.5GHZ dualcore gets 98% activity on the in-game benchmark facility.
I toggle every graphic option to maximum and minimum yet my framerate remains firm at around 25 - obviously 30fps is the minmum on most laptops so Im looking to get a collection of every single tweak known to optimize Grand Theft Auto performance; and In particular anything that will off load the cpu.
It just can't cut it on its own (I mean, in respect of 30fps)
    Any general tips are welcome.

And Mike, can we overclock our pm45s yet?

    Thank You.

    Try the RTM876-660 in SetFSB.

    Try this: http://www.gtaforums.com/index.php?showtopic=384473&st=0

Worked for me. I run the game in 1680x1050 at reasonable settings (Render Quality High, Texture Quality Medium, View Distance 35, Detail View 50, etc...). Runs well. I get about 30 fps average, and high 30s on clear weather and not much traffic around. Only slows down to 15-20 fps during those nasty rainstorms, and only when there are many cars around. It's still playable even then. The tweak took me about 6 hours to do. I just couldn't get my head around it at first. I hope it doesn't take anyone else that long. Good luck!

SetFSB won't overclock the PM45 chipset. Sadly. Only way to get more MHz out of that CPU is the ol' X9100.

Eh? I used to mess around and clock my P8600 up to 2.568 or something Ghz via SetFSB.

The tweak to set your shadows maps to the 800x600 res but run at 1920x1200 or any res u want on the GTA forums is the best tweak by far..

    i also

    -Defraged my HDD
    -turned off physix X
-Dox 180.84.1 modded drivers (im running on quality but u could run them on performance perhaps? requires reinstall)

The best tweak for GTA4 is to overclock your CPU thou.. i really regret not getting a faster CPU im stuck on a 2.4 duel... if i get into the online/modding of GTA4 enugh ill prob try and put a quadcore in my m860tu ^_^

    im on a 2.4duel 9800m GT and 4gigs in Vista 64... at

1920x1200 (shadowmap at 800x600 quality via GTAforums "ultimate fix")
    texture MEDIUM
    rend MEDIUM
    view 25
    decal 35
    cars 100
    shadows 3

i get 20-30 fps (with drops to 15-20 medium rare) in the world (im at the start)
and 25-30+ fps on Airport multiplayer free mode.

Does any one have any advice on how high i should clock my P8600 2.40GHz Core2mobile?

my temps max at 65c-70c on both cores... atm... from just running GTA4 for abit.. wondering if i have space to OC up to say 2.8-3.0 and mabye keep my game at 20+ all the time.

    Edit
(as soon as Rockstar put in a option to controle shadowmaps (and not just have them scale with resolution) this game will become instantly playable for ALOT more people... rockstars efforts to have the game auto calibrate are bold and in the most part work very well.. beside this one over agressive automatic turning of shadowmaps.)
In the mean time use this fix
