I used Throttlestop before in my g73jh for monitoring temps only. It has an option to display the temps at the tray so it is very easy to track the temps after gaming(max, min).
Now in my NP8150 i noticed that the whenever i run the Throttlestop my cpu stop boosting. I have i7-2820QM which has a 2.3Ghz base speed and can boost up to 3.2. My cpu will run at max for only 2.3Ghz even im running withcher 2 with some background apps like MS sql, VS studio, i even run avg scan while gaming just to trigger the boost. But it cant, it only runs at 2.3Ghz.
So out of curiosity i stopped using the Throttlestop, since i noticed at boot it boost the cpu to 3.2, and that is when Throttlestop is not yet running. Even when im just surfing the net the cpu boosts to 3.2 at times and when i play the withcher 2 at ultra i noticed an improvement in fps, i can almost reach 60fps(ubersampling disabled)! which before i average only 35-40fps.
So if anyone experiencing this kind of scenario try not to use the throttlestop even for monitoring use only.

Can you post a screen shot of how you have ThrottleStop set up? It sounds like you had the Disable Turbo option selected in ThrottleStop. Make sure that is not checked and then try running a simple benchmark like Super Pi mod. You should see lots of turbo boost during this single threaded benchmark.

When you exit ThrottleStop, if you want Windows to take over management of your CPU multiplier then you need to make sure that in the Options screen that "Do Not Reset FID / VID on Exit" is not checked. I haven't heard of any issues from other Sandy Bridge owners when ThrottleStop is set up correctly. -
hi unclewebb yes you are right i was starting the throttlestop with disable boost checked, but i'm only in the moniitoring status. Should it just be monitoring the temps and not controlling the cpu?
btw i did unchecked the disable boost but still no boost. Should i restart? -
Disable Turbo, BD PROCHOT and C1E / C States can all be adjusted whether you are in monitoring mode or not. I thought having those check boxes represent what the CPU was actually doing made the most sense but I can see how that could be confusing to some users. If I did the opposite and Disable Turbo was checked while the CPU was using Turbo Boost, another user might think that ThrottleStop was a piece of crap and not reporting this correctly. One of those no win situations.
The Turn On / Turn Off feature only controls the Set Multiplier and the 2 Clock Modulation options. It was added as a safety feature for users that were afraid to give ThrottleStop a try. Intel CPUs are very well protected at the hardware level so software like ThrottleStop can't make a CPU run beyond the Intel specifications.
Can you post a screen shot of ThrottleStop with Disable Turbo unchecked while running 4 threads of the TS Bench test just to put some load on the CPU. Most mobile CPUs need some load before they start using turbo boost. If that doesn't fix it, there might be some other bios setting interfering with Turbo Boost.
