Considering that Techpowerup has a VGA BIOS collection, which has been handy, I find it a bit unwieldly to use and filter the content. So I think it's a good idea for NBR have their own VGA BIOS collection that just focuses on laptop GPU VBIOS roms.

TPU has like EVERYTHING from desktop to mobile and with brand naming being so similar with older cards it can be confusing, so yes NBR needs a VBIOS collection that's just for mobile/laptop GPUs.

I agree with you, it's a good idea, but NBR needs to be very careful in this regards to protect their own reputation. There is a copyright for some vbios's for example, there is a risk using wrong or corrupted rom's.
I agree with you but it must be QA/QC process and controlled by trusted experts and senior moderes. Otherwise it will be very risky, we don't like to have a broken machines in NBR.

Yes, QA/QC process needs to be figured out before it's publicly available. Should really stick to stock VBIOS roms & modded ROMs from promenant modders but not allow any user modded roms (like those made by the likes of me using Coolane's tool) be accepted.
