What companies are not Sager resellers, and rebuild instead using the clevo shells ("genuine custom")?

Is there a list of companies that don't resell Sager laptops, but instead use the same clevo shell and rebuild the laptops from scratch?

Not exactly what you're asking about here, but I believe Malibal does some hands on stuff, like additional testing and customization. They are still considered a reseller though. Most other resellers just send the order to Sager and then once your machine is built it comes to you directly from Sager's factory. I'm sure there are others but you'll probably pay a lil more money if you order from them.

** EDIT** You might try looking at RJTech.

I got mine from a brazillian one, Avell.

I checked on them, before cutting the deal, and they use just good branded pieces.
And some time ago I got a white stuck pixel on the screen, they changed it without any problems (and cost) and in a couple of hours (they sent me back on the same day). I feel very satisfied with their support, and they offer 3 year warranty on every machine, so it must mean something.

On boot, I got a splash screen that says "Style Note". I checked up and its a Clevo parts reseller.

I really wonder how to compare it to Sager, at first I was afraid but now I'm quite satisfied. :)

Couldn't these other "assemblers" offer even better products than Sager itself?

I had the chance to get one from a true Sager reseller here, but actually it was pricier than this Avell one. And this follows to every model they offer, usually its the same thing as Sager but cheaper.
You must notice that as I'm in Brazil (not the best place to buy tech stuff), probably Sager pricing would be different that what you find on other places...

OP did not state specifically for a reseller in another country, so I assumed it was for a US one.

In any case, here are some International ones:

    Germany:
    Deviltech
    mySN: SchenkerNotebooks

    UK:
    Kobalt

    Australia:
    LogicalBlueOne

For more info, there is also the below sticky, but just be aware that it has not been updated in a while, and some sellers might already be out of business.

The only true big dogs are Sager, Eurocom, and Pro-Star.

Everyone else gets theirs sourced from one of them, with a few exceptions.

So if you want to avoid Sager, best to buy from Pro-Star.

Does the assertion apply to the North American continent only? What about the European and Asian resellers?

    Yeah, NA only.

EU and abroad I can't speak on accurately.

Given the OP's initial emphasis on Sager (patently from NA continent), I would say there's enough information provided for both the NA and EU resellers. Asia doesn't get much love here in my experience but I'm quite certain they get the parts directly from Clevo and then assemble them separately.
