Did you look in Control Panel ?
    Power Options?

See what your settings are in there.

Step 1: Enable Advanced Power Management support
    2. Click the APM tab.

Note If you are using multiple monitors, the APM tab may not be available.

    Wow!

Agreed can't find anything APM either. Thought this was built-in since XP...

Any chances you messed with your BIOS recently? I'd trying accessing the BIOS manager at startup and do a "Load optimized defaults". You should also switch to another "power scheme" in the power options (sorry for the not exact therminology - my win is in french) and save it. May be this has to be reset.

Are any of the standby/suspend options working?

Oh yeah, look in the device managers, under the system peripherals (may have to display them first in the display menu), see anythings like ACPI controller, ACPI cover, ACPI on - off, etc...? I think those are the Advanced configuration and power interface drivers, and they control all the standby, suspend, suspend to RAM, lid events, etc...

    EDIT:
Ok, after reading the kb article, it's seems clear the BIOS was probably messed up at the time of Windows XP install. It detected it as not ACPI compliant, which should not have been. Reset BIOS tp optimized default, set sleep state to S4 (suspend to RAM). Try this and get back to us. All my info is from what I recall, it may not be exact, but it's pretty accurate.
