in throttlestop when i set the multiplier to 30 "on i7-2670qm" it doesnt get applied , i turned throttlestop on and turned off c1e but i cant seem to be able to make throttlestop have any effects , am i missing something here

i tested it again and found out that the multiplier is actually working because i lowered it and the multiplier changed however it appears that my cpu cant get higher than 27 multiplier for some reason? isnt the i7-2670qm capable of hitting 3.1ghz?

The 2670QM can only use the 31 multiplier when a single core is active. Even when you run a single threaded benchmark, there are still hundreds of other Windows threads running in the background. These threads constantly need to be processed so additional cores have to wake up which decreases the maximum multiplier.
Try running a 1M Super Pi Mod test.

You can also use the Task Manager Set Affinity... function to lock Super Pi to a single thread of your CPU. This will prevent it from bouncing around from core to core which will make it easier to see the maximum multiplier that your CPU can run at. Open Task Manager, go to the Processes Tab, right mouse click on the Super Pi process and select Set Affinity... and choose what thread of the CPU you want to run this on. Doing this will make it easier to see the multiplier in ThrottleStop but probably won't make much difference in your Super Pi scores. Post a screen shot of ThrottleStop when you are half way through a Super Pi benchmark if you want to understand this better.
For maximum performance, ThrottleStop should be set to Turbo for your CPU. Anything less will limit your maximum multiplier. The Turbo Ratio Limits window in ThrottleStop will tell you what the maximum multiplier can be based on how many of your cores are in the active state. -
is there any chance i can change turbo values in throttlestop they seem to be greyed out , here is the screenshot

Sorry. Intel only unlocks these values on the XM or K series CPUs.

then i was completely fooled by the 2670qm , why the dealer wrote it reach 3.1 in turbo while practically it hit a measly 2.8ghz

is it possible for core 0 to hit 3.1, core 1 to hit 3.0 and core 3 and 4 to hit 2.8, all at the same time?

unfortunately, the last version of throttlestop doesn't support x6.0 multipliers. how can i solve? -
The multiplier that the active cores will use is based on how many cores are active and whether the CPU is operating above or below the Turbo Boost TDP power value.
Core i7-2670 QM
4 core: 28 multiplier
3 core: 28 multiplier
2 core: 30 multiplier
1 core: 31 multiplier
In this example, if 2 cores are active, they will both be using the 30 multiplier as long as power consumption is under the Turbo TDP limit. As soon as a third core becomes active, the maximum multiplier drops to 28. If 2 cores are active and one of them goes to sleep, the single core that is active will use Turbo Boost and will increase the multiplier to 31. It doesn't have to be the first core. If only the third core is active, it will Turbo Boost up to the 31 multiplier.
