It shouldn't stop at any point if the laptop is on. Are you sure it's idle? The cpu would rapidly overheat and the laptop would simply hang, is that what's happening or are you using the laptop normally on an idle cpu fan? I personally ordered two extra fans one for gpu and one for cpu when I bought mine over 2 years ago, but I haven't had to replace them yet.

All systems start the fans on boot, this way the EC can boot up, get temperatures and then start following the fan profile.

Yub they are completely motionless , which as a result is causing my laptop to shutdown after 15 seconds , I just pray it is a faulty fan not a motherboard issue :(

What happens if you nudge it when they attempt to spin, can you get it going?

Is the fan staying idle during use as well? Fans usually will spin a bit on power up and then remain idle until the heat becomes an issue.

How long have you had the computer, has the fan always done this?

Are you getting a beep code at all? And yes, if they're staying motionless the entire time then that's where your overheating is coming from.
