after playing around with cpu-z and Right Mark clock utility
I found pressing the "A" button on my clevo m570tu forces muliplier to 6x, no matter what CPU load is .
I believe it is forcing an CPU overclock and the TME of clock gen and CPU is then locking multiplier to 6x

This is clevo wont do overclocking, they are taking advantage of cpu being locked to lowest multiplier for silent and lower power mode of operation.

by the way my cpu is P9500 min is 6x max is 9.5x ,
silent mode is locked at 6x or lowest muliplier
and normal mode allows speed step to change multiplier as load changes.

I use normal mode with right mark to undervolt cpu and keep temps low.
