Which paste did you use and what is the new paste? Can you measure your temps? Can you go into bios? Can you boot from USB?

Check your thermal pads are connecting to the VRM properly.

If your fans are ramping up after a paste it could simply be loose screws on the heat sink. On one of my repastes I didn't click in the fan 100% and it caused a similar issue on the laptop and on my server I didn't have the screws tightened down properly which resulted in 10-15 degree higher temps being reported.

You'll see it in an odd paste pattern left too.
