I've never seen a Fn key that needed a driver, but it's possible, sure.

That's the Key Board Controller firmware.

In whatway is the fn key not working?

If nothing is happening when you press fn+any function key, then call your vendor. There is no driver for function keys, the KBC controller controls them, but is firmware in the motherboard, not a windows driver. If the kbc/ec were bad, it is likely that the keyboard wouldn't work at all.

There is software which controlls the popups showing that the keys are being pressed though. The keys should generally still work without it.
