somehow im unable to make my 2670qm cpu max clock hit 2.2ghz when im on batt. ive tried setting processor power state to 100% even on batt but it still throttles at 1.2~ghz.

    is this set in bios?

It's most likely a power saving feature. The GPU and CPU both downclock heavily on battery because the battery can't supply the voltage to run them at full speed. I'm not sure if there's anything you can do to push to full speed.
