Received couple of week ago a Clevo 651hs-g w/ 7820hk cpu, I made win10 installation, and then i made some fast benchmark like cpu-z one just to get a rough idea about speed of the system.
I did NOT touch nothing in the bios a part setting the battery charge max 90% e start at 60%.
By the way I realize that clock of cpu was almost 1,1 - 1,2 Ghz and not increasing more, this also according with benchmark result, 25% of the theorical max rate. I start playing with energy saving, set performance state, no way to increase the speed. I downloaded the intel extreme tuning utility and start to investigate what, thinking about temperature, but temperature were not more than 51 degrees, voltage in auto, then I got that system was in current limit throttling 95% of the time. So that starting to bench the cpu was lowering clock to 0,8 Ghz. Changing power parameters gives little change in max clock. At the end I tought it was somethink wrong with bios, so I flash ec and bios with same version installed, 1.05.01, and restart.
Finally it was fully working, cpu got up to 3,9Ghz under bench load and speed rating was well aligned with other public test. So i set balanced mode in win 10 energy management, I'm actually using computer for work wich does not requires a lot, and every thing work fine until yesterday evening. Now is back on same situation, after I made installation of intel storage driver and test a linux live (?) , I fell computer to be slow, so I made a fast check and again cpu under load reduce clock instead to increase same and again is because current limit throttling. Before to reflash bios again I wish to understand what is going wrong and why.
    Thanks for any suggest

    update:
uninstalled CCC and reinstalled Intel Extreme tuning utility, I found processor core icc max set at 10 Amp, too low, rised up to 40 Amp and now system is clocking as expected again.
It is strange that bios was set max current to 10 Amp since I did not play with OC and / or voltage / current parameter.
Another strange bios behavior is that I shut down computer (win - shut down system), when start again bios tell resuming from hybernation, despite screen after is normal Win10 cold start

    final update:
contacted reseller support and they provide me new bios + EC, bios version 1.05.04 and EC 1.05.05.
Now system is keeping right cpu max Icc (68 amp is the default setting) so no more current throttling.
When shutting down and rebooting no more indication (wrong) about resuming from hybernation: no way, after all the issue is still there, so is now to understand if also this is bios related o windows 10 problem.
I noted that also GPU max Icc that before was set on 10Amp is now on 20Amp.
At least we have now clear picture where the problem was and same reference parameters for max Icc
