Did you also check the power settings under the hotkey driver? They might be set to power saver as well. In addition, what video card do you have and what version of the drivers do you have installed?

do you mean the control center? if so then yes it is all HP. Also, i am using the gtx 675m GDV 296.16. Also would like to note that when i do the "auto detect" it just puts it on low as if i only have the IGPU... =\

    Have you tried whitelisting it?

No, the hotkey driver is a little laptop icon on your taskbar. It should have a power conservation modes setting if you right click it. Make sure it's also in high performance, as it supersedes any Windows settings.

This is also a possibility if Optimus is not switching over to the discrete card. Make sure you have a profile created for the game and that it's actually switching over when you start playing. Use a program like HWmonitor to watch temps/voltage and you can find out whether the discrete card is even being used.

Okay after extensive research i found the problem to be a setting called "ubersampling" it was killing my fps once that was turned off i was able to run in game a solid 60 fps, but while in the menu it spiked to 600s not sure why though, but if anybody else has that problem, this is how you resolve it.
