What does the Turbo Boost Technology software (downloadable at station-drivers.com) do? Is it necessary for Win7?

Best Turbo-boost "changer" is the EVGA E-Leet tuning utility based off CPU-Z you can download it here but no, the software you referenced is not needed for windows or any OS it is BIOS implemented :)

Oh ok. But what does that turbo boost technology software do (the one from station-drivers)? And what does the EVGA E-leet tuning utility "changes"?

no idea what it does but the EVGA E-Leet one allows you to change the default turbo boost multipliers for an unlocked i7 CPU to allow the CPU to self-OC when needed
