What is shown in Device Manager? There should be a device with an error, but is there more than one device? Try right-clicking on your computer name at the top of the device list and select "Scan for hardware changes".

There is no specific driver for this device. On my X4C the webcam (I think it is the same as on the X3C) uses Microsoft standard drivers. This is what Device Manager shows (on Windows 8 - but the drivers are old so probably the same as for Windows 7).

You may be able to manually find the right drivers (the path is shown in the filename). If the drivers are missing then you will need to hunt for them.

Then I wonder if the problem lies with the USB hub. If that has a problem (more likely software than hardware) then anything connected to it will be inaccessible (that will, I think, include the SD card slot as well as the webcam). Here's the relevant section for my X4C (I think the HUAWEI device is a 3G dongle).

The Renesas one is for USB 3.0 and may have its own driver. The driver for the USB 2.0 hub is either built into Windows or is part of an Intel driver package.
