I just did a fresh install of Win7 on my RF511 from the Samsung recovery CD and then from their web site got the minimal drivers to get all the hardware working.
    http://www.samsung.com/us/support/owners/product/NP-RF511-S02US

    1. Chipset (Driver) ver.9.2.0.1019
    2. USB (Driver) ver.2.0.30.0
    3. VGA(Graphics),INTEL (Driver) ver.8.15.10.2622
    4. VGA(Graphics),NVIDIA (Driver) ver.8.17.12.6672
    5. Lan (Driver) ver.7.45.516.2011
    6. Wireless LAN,BROADCOM (Driver) ver.5.100.82.95
    7. Easy Display Manager (Software) ver.3.2.5.2
    8. Battery Life Extender (Software) ver.1.0.0.11

I let Windows Update take care of the Intel Management Engine driver to remove the "PCI Simple Communications Controller" warning.

Now, the problem I'm having is keeping the the wireless hardware turned off. I can turn it off either with the button on the keyboard or with EDMWirelessConfig.exe, but it's always powered on again after booting.

Any way to configure it to be off by default? I've read the famous "latencies" and "touchpad" threads. They were very helpful in deciding what to install but don't quite address this.

Check if there is a option in the BIOS relating to whether the setting for the wireless devices persists through a reboot.

I don't see anything related to wireless in the BIOS.

I thought these were supposed to be persistent but guess not. I do not use this so I do not know but I would ask can a parameter be passed to EDMWirelessConfig.exe? if so maybe a shortcut at startup or a scheduled task?

I was thinking of parameter passing, but there is no documentation. Some of the other utilities in EDM have what look like XML config files, but not EDMWirelessConfig.exe.

try in a command line "EDMWirelessConfig.exe /h" or "EDMWirelessConfig.exe /?" and see if there is a response.

I do not have the proprietary Samsung software installed but I can tell you if I use the BT icon in the notification area to shut down BT it is then persistent at reboot.

    The /h and /? don't elicit anything.

Besides the Samsung packages listed above, I allowed Windows Update to install everything it wanted to. I'm not seeing the BT icon in the notification area, though. Am I maybe missing some driver?

Also if you have installed Samsung software it could be overiding it too.

Edit; the /h or /? are the usual for the program to return help if it accepts passing of parameters so I most likely doesn't.

Sorry, I am late to this party.

Samsung Easy Settings (for Win7) has a Bluetooth toggle that sticks between reboots. I don't see the RF511 in SW Update (which is where you get updated drivers for other recent models) but it is quite possible that Easy Settings is still compatible with it, since it is the same package used across all models (again, for Win7). You can use the Find Model feature in SW Update to get it. It works on all PCs, even non-Samsung ones.

The thread linked below has information about where to find the latest version of Easy Settings in SW Update (check post #2 for a log).

    http://forum.notebookreview.com/threads/settings-easy-settings-what-you-need-to-know.729139/

There is also some discussion about Bluetooth in that thread, where @go45cvi worked to fix BT after upgrading to a 7260 adapter.

For Win8.x things are different: Samsung Settings (their Easy Settings equivalent for Win8.x) generally does not have a Bluetooth toggle (though I seem to recall reports that some versions do). Instead, it is controlled in Win8'x Charms-Settings-Change PC Settings menu. This setting WILL stick, but all it does is disable the BT adapter in Device Manager (which you can do yourself). It doesn't turn off the actual adapter hardware like Easy Settings does in Win7.

Also, Win8.x will only have a BT toggle if the Samsung-provided BT drivers are installed. I prefer Windows' much slimmer built-in BT drivers, but they don't provide this toggle. So I just manually disable BT in Device Manager and leave it at that.

Edit: I forgot you asked about both Bluetooth and WiFi toggles: Both Easy Settings (Win7) and Settings (Win8.x) have a WiFi toggles that stick. I remember playing with EDMWirelessConfig, but could never figure an input parameter syntax either.

Thanks to everyone's help, I think I have it sorted out, as well as can be.

The Easy Display Manager was indeed blocking the Bluetooth notification icon. Once I uninstalled the EDM, I was able to click the icon, but that just brought up the same control panel you get in hardware management. I could disable the drivers, but the problem is that the wireless hardware is powered up by default. It seems only the Samsung utilities can turn it off.

So I found Easy Settings v1.1.1.4 at the Samsung web site. It is mostly a repackaging of the same utilities in Easy Display Manager, but one of its new features is to select "Maintain the previous settings when the system restarts" in the wireless controls.

Now, when I reboot, the wireless hardware is still powered on by default, but Easy Settings will autorun and powers off the wireless about 25 seconds after bootup finishes.

Yes, Easy Settings is what you want for this. But you really don't want to use that V1.1.1.4, it's incredibly messy -- as discussed in the latency thread which I think you read.

Use SW Update to get V2.x instead -- follow the thread linked in my last post. It's still somewhat hacky but a much cleaner implementation than V1.x.

For mine, with the BT icon, if you right click it thee is an option to turn BT off/on. Once off or on this becomes persistant and survives reboot. And yes 2.0 is a much better implementation if it works for you.

I downloaded Easy Settings v2.0.0.48 directly from the Samsung web site. Compared to v1.x, a few more utilities are packed in, but the internals and interface are not much different. The installation of v2.x seems to be a bit flaky. I have to reboot the computer before it will start up properly. Interaction with the wireless system is exactly the same. Another small difference is that v2.x will run without Win7 asking for authorization. Just for that convenience, I decided to stay with v2.x. It's nice that with Easy Settings, I don't need to separately install Battery Life Extender.

By the way, I found that the Intel Management Engine driver is in the HECI package. Samsung could have named that package better. All the essential Samsung packages together add about 1.2 GB. I expect it would less than a tenth of that if I could just extract all the drivers.

Also with the 2.0 ES you will not get the latency issues, you may not had noticed it yet but once you do it becomes annoying as all get out.
