I have a Samsung ATIV Smart PC Pro 700T and upgraded it from Windows 8.1 to Windows 10 and Windows 10 anniversary edition. I discover no front webcam for Skype. The rear camera is working fine but not the front camera. Upon checking Device Manager, I notice there is a yellow exclamation mark on an Unknown USB Device (Device Descriptor Request Failed) under Universal Serial Bus controllers. I have no idea if they have relationship or not. There is no any update drive for camera or webcam. Any suggestion to fix it?

99% of the time these web cams are set up internally as USB devices. So I would say that is an issue. You can try removing the device and then a reboot to see if it initializes.

Thanks for your advice! Unfortunately, I tried uninstallation and reinstallation several times without success.
