For some time, I have been experiencing a problem with GPU fan in Samsung 700G7A notebook. Especially, it concerns the usage of that fan and emission of noise.
It seems that the fan itself works like it’s being overloaded for all of the time, despite of the fact that the notebook isn't overwhelmed with processes during that time. As a result – the laptop is always quite audible. In addition to that, switching on Silent Mode option in Easy Settings program doesn't influence the fan at all. It looks like it's ignoring that option completely.
I had already brought that PC to the service center and there they have diagnosed the issue – it’s a problem with management (?). Hardware is in fine condition, but the software could be corrupted. I have restored system image from initial backup without any luck in that case.
Is there any chance that the clean installation of the system could solve that issue or the diagnosis went wrong, so it's still a matter of hardware?

It easily could be your initial backup has the ACPI management issue. A way to tell is power down the system, once you turn it back on go with a cold boot go to bios "F2" and sit there for a while. If doing this and sitting on the ASCII screen for a while the fans should not naturally be kicking in much if at all. If it does then either it is hardware or the UEFI tables are screwed up.

What effect does Silent Mode have on the dGPU behaviour? On Samsung notebooks with no dGPU it locks the CPU down to minimum speed.
Did you check the temperatures of CPU / GPU in HWiNFO? Do these show that the fan is running when the temperature is low (<~50C).

Notebook is currently unavailable due to its stay in the service center, but I will try to forward your ideas to the staff in order to check if they have already tried it or not.

Thanks. If the fan is running fast when the system is cold then we can't blame the cooling system. So it could be a corrupted set of fan rules which might be fixed by reflashing the BIOS (am I correct in thinking that the CPU fan behaves correctly?). And did you check the fan's cable and connection to the mainboard? Sometimes, one of the wires usually carries a signal for a speed sensor and if this signal is not getting through then the computer will let the fan run at full speed.

Hi mate, I think I had the same issue as the symptoms seem to match. However, my model is different so cannot be sure (NP730U3E with integrated graphics).
My fan issue started to occur intermittently after a few months of use, then became almost permanent. The service centre replaced the fan and thermal coating which seemed to resolve the issue, but then it came back within weeks!
After getting frustrated, I decided to investigate the internals to see if I could fix the issue, and fixed it through the following simple procedure.
1. Power off the laptop,
2. Unscrew casing off laptop
3. Find fan power cable and unplug it
4. Power laptop fully on, then turn off again (There will be no fan sound as it is disconnected).
4. Reconnect fan power cable,
5. Turn computer on to test (before reassembling case).
6. Reassemble laptop casing.
After doing this the fan ran perfect again. I think I repeated the process once more a few months later as I briefly heard the same sound, but I have had no issues for >12 months now!!!
