Earlier this morning I spilled some water that got on my closed Samsung Ativ Book 4 while it was off. The spilled water got on the very edge of the right of the laptop which is away from where the hard drive is placed in this model. I put it in front of a fan and let it dry off while I went to for a few hours. After I come home and try to turn my laptop on and it won't turn on, when I plug it in the screen turns on and it shows an animation of the battery filling to full with an accurate time below it for about 8 seconds and the screen starts to dim and eventually go off and even when the laptop is plugged in with the screen on the laptop won't start to boot up. Of the four status lights on the front the one second to the right when plugged in turns green, then red, then green again if that is of any significance. This laptop has a built in battery so I would need to get it replaced if it was the issue but does this sound like it could be an issue more serious than the battery?

Hello terryontherun, welcome to NBR.
I have to confess I DID see your post yesterday, but didn't have any intelligent suggestions for you. So I left you hanging, hoping others might
It happens surprisingly often that users report spills here. But usually it is on their keyboard, and often it is soda or other sugary stuff -- which is far more damaging because it leaves residue after drying. I am surprised that water on the outside of the lid could cause so much damage on your laptop, particularly since you dried it thoroughly before turning it back on. If it was asleep (rather than off) that could explain it, since there is more live circuitry in sleep state which can be shorted.
From what you describe, something definitely took a hit. It sounds like the screen might be OK. With some luck it is just the battery, which is simple to replace. Indeed, you could try and physically disconnect it (by taking off the bottom cover). It could also be one of the sub-boards, which cost less than a full motherboard. In any case do I think you will have to contact Samsung for diagnosis and repair. Or maybe a local repair shop.
You can also google site:notebookreview.com/samsung water spill to find previous spill incidents discussed here and see if they contain some suggestions.
I cross my fingers for you...
