    Can anyone tell me if this is a good deal. Also, how is the build quality?

    The Series 3 are the budget end of Samsung's product range. However, you will find very little discussion here which means there are no significant problems.

    The display won't be the best. It's also, IIRC, non-glossy which reduces reflection problems.
