The series 7 17in np700z7c also has a 1080p screen, and I think that is all of samsung's laptop that have it.

Well at first I made the stupid mistake of not realising that just because I am using a Samsung external monitor I can't have a resolution of 1920x 1080, unless the laptop has the same, so yes it is 1920 x 1080

You can absolutely connect an external 1920x1080 monitor (or even higher) and use its full resolution, even if the laptop has a lower resolution.

After connecting the external monitor, you have to Extend your Windows desktop to it (or use it as the main display). If you just Duplicate your laptop display, you WILL be restricted to the lowest resolution.

Edit: same is true if you connect an HDTV; if you just Duplicate (and they're not both the same res) you'll get a blurry display. Just choose Extend, and you'll get the full resolution of each display.

As long as the graphics card that in the laptop can support 1920x1080 then your external monitor can be run at that, regardless of what resolution the display on the laptop is. Now if you are running a mirror setup then you'll have to match resolutions, but if it's an just extended display you can run it at whatever the graphics card will support.

Update to post, I couldn't check before because I was doing a clean install of Windows 7 seeing I tried the free windows 8 last night and it blew hard and you were right, ( I'm not to big to say it I'm wrong!) For some reason this laptop puts out full HD were the HP doesn't. I did try to check in the Samsung's manual for the specific reason of resolution, but this model laptop doesn't have a manual like other laptops have had (you can check posts where I asked for a manual Again I was wrong  (Now to change my signature for the 3rd time)
