What I would like to do is stop the Samsung doctor program, and the Recovery utility starting with Vista. They are not in the startup folder, nor in either startup registry place. Nor are they in the startup services. Why did Samsung make them so elusive, or am I just being blind?

Start > Run > Msconfig... not the services tab but the startup tab. Anything that starts with your computer WILL be here. Even adding a shortcut to the startup folder will add an entry here.

Look at the file paths... one of those entries is it man. It may be a string called by something else, which you would have to disable.

I'm sorry, but it just isn't there. It's very odd.

If you want to give me a screenshot of it all I can try to help you. Otherwise, check out sysinternals process explorer and you can usually see what called it.

Right click the process, do properties, on the Image tab the "parent" will tell you what called it.
