    In reality, the circumstances under which only one core is needed to run are few because (i) other background process want to get some use of the CPU and (ii) Windows tries to load balance between cores. So 2.7GHz is the fastest you will see under sustained single-threaded load. The i7-4600U in my Dell E7440 is nominally 3.3GHz which I've very rarely see but it will sustain 3GHz under a single-threaded load.
