My fan runs even when the laptop is idling.
CPU is 70C so I don't want to turn the fan off.
There is a silent mode which temporarily makes the voltage 0.8V , so there should be some Windows software that does in a more permanent way. Like software where I set it to 0.8V and it doesn't go above it.
What can I use?

Silent Mode works by locking the CPU down to its minimum speed, which tends to impair performance. You can reduce the maximum CPU speed (and thereby the power and heat) by lowering the Maximum CPU State in the advanced power properties and see if you can find a compromise setting.
However, since the maximum and minimum CPU speeds in your screen dump are 2.4GHz it appears that the CPU isn't dropping to its minimum speed when not under load (the minimum CPU package power should be to around 5W). Are you using the Maximum Performance power profile (which keeps the CPU running at full speed)? If so, change this to Balanced or Performance on Demand (which lets the CPU speed vary).
If that isn't the cause of your problem then also look at cleaning the cooling system (they often get clogged up with fluff) and then repasting the CPU.
