I need a very very low price smartphone that I will use only one or two application, purely only for personal bank transaction. My current old cheap smartphone fails already. Any recommendation?

Depending on the app, you could run Android in a virtual machine on a desktop/laptop... It's a bit clunky but actually works OK if you don't require multi-finger gestures etc...
The only issue is whether those banking apps have issues with a rooted version of Android (As the only Android virtual machine image I know of is built from Cyanogenmod and won't play nicely with many banking apps). Also, whether you feel comfortable running such apps on an open source version of Android will be an issue.
Might as throw the suggestion out there. -

How to use Virtual machine on Desktop PC? what is the most easiest way of getting started with virtual machines??? as a complete beginner....

Burner phone??? Isn't most burner phones practically a "feature phone"??
I think it's so difficult to install any mobile apps on a feature phone.
I have a Samsung feature phone bought in 2011.... Even sending an email or logging in facebook takes a day and it does not succeed. -
Use Bluestacks or Andy. Or simply get an ISO from any phone manufactures or even Lineage OS with Google PLay will do.bennni likes this.

I have MEMU running on my dell 2 in 1. works really good actually. Touch works as it should as well.

Just back from trying andy. Won't even load on my system. Not impressed. Lots of promises / no execution. MEMU is still the best.
