I have a Toshiba A215-S4697 and the DVD is very slow (about half an hour to copy a 4.7GB DVD-R to the computer...)
my other question is how can I have more control over the fan speed (speedfan doesn't work...)

For your DVD, try unpluging all of your usb devices.
For fan control there is not much you can do about it, try undervolting your cpu so the fan doesn't turn on and off as much. -

Disconnecting all USB devices did the trick (do you know why they cause the problem?)
As far as undervolting, where would I change the setting? I don't recall seeing it in the BIOS... -

For the DVD drive, you should also check whether the acoustic drive thing is on quiet mode or normal.
For UVing, check out either RMClock or NHC. For more precise control of everything I find RMClock is better.
