A-100 SAA8C-TA202C fan works while in bios F2 but when windows boots the fan stops and unit overheats within a few minutes and shuts down.. took the fan out and looks to be free and works fine when not in windows anyone have any ideas other than hard wire the fan to a power source.....I called Toshiba support they were useless....

Yes, that's the most logical Toshiba does not offer any older bios on their website and a call to the tech support line has told me that the bios has nothing to do with the fan that there is no connection between both.
Go figure someone must have received at least 2 weeks of training to come up with that one.

Anyone know what the voltage should be going to the fan?

5V is the most common value. But you can just read the label on the fan.

You could connect the fan directly to a USB port for power (USB port is 5V and 500mA I think).

The temp keeps climbing I used SpeedFan starts at 24 and climbs to about 40+ then warning by Speedfan
    then shuts down
error accessing processor info in SpeedFan so can only monitor
also if I run my air compressor at a low rate over the processor and heat sink I could use it all day. I assume the fan is DC anywhere from 5 - 10.8 volts and I've applied theses voltages to it but it does not turn so I may buy a new fan and see if that resolves the issue. Maybe it gets stuck or is worn in one spot and also maybe one of the speeds is not working

The fan says nothing sticker unreadable but as you indicate it must be 5 volts or close.

Yes it's DC. And it does sound like it has failed.
There are many places to get a replacement.

I don't know what country you're in, but I use this site:
    http://tosh.empr.com.au/toshiba_parts.asp?cID=6&toshL=1&cNa=Notebooks

    Good luck.

    Looks good.

Too bad about the time it takes for things to be shipped from china.
