I have a sat pro m40 which uses a 19v adapter. I have 2 young children and through wear and tear my adapter would not function. To buy a new one it was £60 so i went for the cheaper version and bought a universal adapter which you can set to various voltoge output. But since using this it powers up my laptop but will not charge my battery even though the orange battery light is on as if it is charging also in the task tray it says it is charging but never goes beyond 2% Now mt touch pad is not working properly. Does anyone think all these problems are down to the universal adapter?

You need to check the current rating as well as the voltage rating. For example, 19V 3.16A = 60W, 19V 4.75A = 90W.

However, you should find that the adaptor should recharge the battery when the computer is off because the maximum recharge power is unlikely to exceed 40W.

It is possible that your new PSU is not regulating the voltage very well. I would be tempted to increase the output voltage to 20V, if that is an option. I have used several 3rd party PSUs and have not seen the problem you mention. Can you give a link to it?
