I have a Toshiba L850 Laptop with an ATI HD 7670M graphics card and when i attempt to download the latest graphics card drivers it tells me that the drivers aren't compatible with Toshiba Laptops and that I should contact Toshiba. so any idea how to update to the latest ati driver?

Well, Toshiba opted-out from AMD's program along with Sony. That's why you can't install drivers direct from AMD on a Toshiba notebook.
So unfortunately it's not a bug as such and you can't complain to either company about this.

Check if brightness control works if you add SHIFT hey to a combo you use to change it. (i.e. SHIFT+Fn+F6).

You can also check Toshiba's "All Content Page"; which will list the drivers for all Toshiba models.
You can find the latest AMD driver for Toshiba, and try to install it. [hit the download tab to see the drivers].

I wasn't familiar with this info. Do you know what is the reason for such a decision? I myself often go to the GPU brand's site first to search for drivers, then proceed to the manufacturer's if there's no success with the former.

The reasoning behind this is either that manufacturer's drivers are customized (which is rarely the case) and/or that the manufacturer tests the drivers with his machines before releasing them which AMD doesn't do. Toshiba simply doesn't want to deal with customer complaints and questions regarding drivers that they- Toshiba- haven't tested.

Not necessarily. First of all the driver works fine (driver as such), brightness might not be adjustable but if it's that or a new game lagging/crashing I would definitely give up on brightness adjustment.

Secondly- I've had issued like that with AMD drivers too (and I don't own a Toshiba)- one month I couldn't adjust brightness and the other month new Cats would fix that- so basically don't give up on it yet- it's possible that new drivers will fix that as it might not be a Toshiba-specific issue.
