Try checking with your local repair shop. A lot of times they will have old parts laptops and/or keyboards laying around that they can scrounge keys off of. I've had them give them to me for nothing.

I would try contacting Toshiba themselves, I'm not sure about toshiba themselves however I have had other companies just send small throwaway things like keyboard keys to me for free.

If companies thought about it, the pence required to send out a few bits of plastic is a lot cheaper than having somebody on their phone lines making their staff waste hours of their paid time. And results in a happier customer who is more likely to come back. Hopefully, Toshiba have realised this...

As a side note, if the laptop keyboard's membrane is broken, replacing the plastic key wont fix it.

Edit: Oh god, posting in a necro. 6 Month old threat ftl. Sorry

Toshiba won't send anything to you, and they don't sell replacement parts to consumers at all. You would have to send the entire laptop to them and have them replace the entire keyboard. It's a stupid policy on their part, but that's what they do.

You have to go through independent parts outlets to get Toshiba parts. These are the two main sources of Toshiba parts that I know of.
