    I have read on other forums about Dells and such that some recovery disks dont fully reformat your hard drive and erase everything and I was wondering if the Toshiba Disks complely wipe, reformat, and reinstall windows for you.

    They do a format of the hard drive and then reinstall the OS and all of their junkware as well as some neat utilities.

    Yes it does format but does not wipe the drive, formatting merely "prepares" the drive to be written over as if there was no data there...but in reality the data still is there and can be recovered.
