My one complaint about Toshiba laptops is that the speaker jack is in the front of the computer. The cords are constantly getting in my way. Any elegant solutions around this? Docking station? USB speakers? Something else?

A docking station is only an option for the few Toshibas that support one--i.e. mainly Tecras--not Satellites. Your best bet then would be USB speakers.

Can you recommend some good USB speakers? I'm looking for decent bass (not overwhelming) with good clarity.

I first saw these locally @ Fry's, where they were $199 (!). This is a much better price online; I understand they are the most powerful USB speakers available currently (20W output, compared to 2W more commonly seen with USB speakers). It is a very compact & slim form and can be powered by USB (no bulky AC adaptor needed) I have yet to listen to these personally, but they should sound pretty good.

My personal experience with Amazon online has been very positive; they have a reasonable return policy if you don't like them. (Free shipping frequently & no sales tax too !!)
Elegant solution to speaker output in front?
