I was wodering if what i experience is actualy a problem. My laptop fan starts to blow air when the cpu gets over 31 C. The problem is that over this temeprature the fan never stops even if i set diferent power setting form my Toshiba software.( the fan speed does change from higer speed to slower ones and vice-versa ). I must add that the eviroment temperature is over 28 C, so is this actulay a problem, or the CPU gets hoter form enviromet temperature?
P.S. When i start the laptop, the temperature is below 31 and the fan is no blowing any air.
P.P.S Even with all battery power savings on, the fan start at the same 31 C.
I can't make it start at higer temperatures. Why?

Try undervolting. That will reduce heat and stop the fan going on as much.
-
And how do i do that?

have you tried searching the forum for undervolting? There are lots of topics on it.
Here is the best guide i found when i Googled it:

yeap and it seems that core duo can not be undervolted

The min voltage is locked at 0.95v but the max voltage isnt locked - its that which makes your laptop overheat so reduce that.
Core duo can be undervolted - its just not as effective as with PM.
