I amfrom Brazil and I have the opportunity to buy a Portege R930, i5-3320m, 320GB HD, 4GB of RAM and a 13.3 inches 1366x768 screen for 1350 Reais (350 dollars approx.). It is new and comes with a backpack, a dock and security lock.
We are struggling in our laptop market now because there are no good options. I could buy a Dell or Acer for around 1800 Reais (450 dollars approx.) i5-5200, 1 Terabyte HD, 4GB of RAM, 14 oh 15.6 inches 1366x768 screen.
I want something portable and something that would allow me to do some C/C++ programming, watch videos and play casual games.
So, any advices?

I have used r930 and it's decent laptop but the screen resolution for programming is not good 1366 x 768 on any laptop is not good. Try to find the 1600x900

I would suggest you get a different laptop? 1366x768 for programming is not ideal, also for that price at least in the US and Canada you can get 128gb SSD. I would consider an older thinkpad like a t420 t430 1600x900 instead.

The problem now is the exchange rate, that usually is 2.6 Reais for one Dollar, but now things are 4 x 1. But I will consider these other options. What keeps bugging me to is that the 6th generation of Intel is right at the corner and so 5th generation laptops may get cheaper. Is it worth the wait or these 3th generation cpus can get the job done?

I've used the 1st thru the 5th gen. 1st through 4th extensively . The biggest jump in performance and cooling is from the first to 2nd gen. The sandy bridge competes very well with the 5th gen chips. I'm going to say the sandy bridge cpus are just as fast as the low voltage chips that are common in most laptops now. So from my t420 i5 2540m is as fast as my i7 4600u. And I still get great battery life on a sandy bridge.

I will try to find a t420 with HD+. I looked on our ebay and there are a few options with the same hardware as yours, but none with a HD+ screen. The laptop options we currently have here are just awful and limited.
